Abstract
The article reveals the interaction of organized and unorganized citizens with local authorities: the ability to social activity first, and responding to the expectations and demands of society – second. Identified components of the dialogue between public figures and authorities, functions of intermediaries –those who become mediators between them. It is concluded that the desire of the authorities to strictly control civil initiatives leads to alienation, apathy, outbursts of spontaneous discontent.
