Abstract
The article highlights the state of the discussion on ethnocracy in foreign scientific literature. A critical analysis of various interpretations is carried out the concept of “ethnocracy". A definition is proposed that reflects the essence of what is being discussed phenomena – the domination of the titular ethnic nation and the subordinate, humiliated position of the opposing ethnic minority (minorities). On the example Israel, Latvia, and Estonia reveal the characteristics and features of modern ethnocratic regimes.
