Abstract
The article examines the specificities of political participation of the Russian-speaking population in Estonia and Latvia in the light of citizenship policies in these countries. After the accession of the countries to the European Union in 2004, the Russian-speaking electorate unanimously supported the political forces which have not been invited to participate in forming the cabinets of the government up until late 2016. This phenomenon, as the author argues, can be best explained in terms of the analytical model of ethnic democracy
